Meet our Speaker: Patrick Love

Patrick Love headshot

Deputy Commissioner for the Office of Development, NYC Department of Housing Preservation and Development (HPD)

Patrick Love oversees HPD’s Office of Development, with divisions including New Construction, Preservation Finance, Housing Incentives, Homeownership Opportunities and Preservation, Compliance and Enforcement, Special Needs Housing, and Building and Land Development Services (BLDS). Patrick ensures that the Office of Development is closely coordinated with other critical functions of the Agency, including Neighborhood Strategies, Planning, Policy & Strategy, Code Enforcement, and Asset Management.

Prior to joining HPD, Patrick served as Vice President and Chief of Staff for the Office of Multifamily Finance and Development at New York State Homes and Community Renewal, where he led pipeline management, coordinated program and policy initiatives, and oversaw operational teams managing a $4 billion housing plan budget.

Previously, Patrick served in the Real Estate Development Department at NYCHA, where he worked on new construction, rehabilitation through the PACT program and air rights deals across NYCHA’s portfolio. His earlier work includes work as a Policy Advisor at the NYC Mayor’s Office of Sustainability, where he developed programs and policies to decarbonize the city’s building stock. Patrick brings a thoughtful, data-driven, and mission-focused approach to development that will be critical as we accelerate housing production citywide.

Patrick received a Bachelor of Science in Business Administration from the University of Richmond and a Master of Public Policy from the Harvard Kennedy School.
