Our Deputy Director of Policy and Research, Caroline Nagy, addresses the New York City Council Committee on Finance on the impacts and challenges lien sales represent on promoting and protecting sustainable homeownership in New York City. The testimony focuses on the disproportionate impact on communities of color, the steep interest and fees charged to homeowners and on the loss of affordable housing in NYC. Nagy’s testimony also urges City Council to strengthen lien sale legislation by adopting a series of recommendations.
